Article 301 Amendment

I am looking for an English translation of the recent (April 2008) Amendment to Article 301, can anyone give me suggetions on where to find one? Thank you!

Article 301 (New) :


Whoever publicly :

1 . Insults the Turkish Nation, The Turkish State, the Grand National Assembly, the Turkish Government and the Judicial Auothorities shall be punished with imprisonment with 6 months up to 2 years.

2. The person whoever publicly insults the military and the police authorities of the State shall be punished pursuant to the first paragraph of this Article.

3. Expressing an opinion with the purpose of criticism does not constitute a penal offence.

4. The investigation for this offence is subject to the permission of the Minister Of Justice.

PS: The critical amendments are :

- the removal of the phrase "the State of Being A Turk (Turkishness)";
- the mitigation of the maximum term of imprisonment from 3 to 2 years, (which means that the maximum term of imprisonment for this crime, 2 years, is now within the limits of judicial suspension of the sentence)
-Addition of the formal permission of the Minister Of Justice for the inquiry of this offence,
- The removal of the phrase which envisages an aggravation of the punishment in the one thirds extent for A Turkish citizen who commits this crime abroad.
