Help İn Finding A Law Document Needed

I need a Law Document: Please Help!
I am a researcher and I need a law issued in 1925. I am not a lawyer, so I would not know where to start looking. I do not know if the text exists in English. That would be great! In any case I can always translate it. I need to know if this law has any rationale for beeing issued specified in the text: i.e. any reference to national sovereignty.

The law I need is December 30 1925, number 701
