Condominium Law - Management Plan

Hi,
I own a property on a complex in a beautiful Turkish holiday town, the majority of houses on the complex are owned by British people with a small number of other nationalities.

The complex has been complete for 5 years, and over that time a number of owners have started to make alterations to the outside of their properties, including adding solar panels, creating concrete pathways etc..

There is a Management Plan in place, which states certain changes cannot be carried-out without agreement from 80% of owners. Unfortunately it is not clear what changes are allowed and what is not, additionally it doesn't state how these issues can be dealt with.

Please can you advise whether there are local goverment agencies that are responsible for inspecting complexes and what action can be taken to ensure illegal changes are stopped / removed?
