usage of credit notes in turkey

credit-notes are used to regulate faults in dispatching or damages at the
transport to clients.
They are produced in sale order processing systems and automatically
accounted as credit in customers account.

I've been told that in turkey the usage of credit-note is not allowed. For
regulation of stocks and receiveables the client sends a invoice...??

client
sends an invoice to the other side.
