Property fraud

I bought an apartment 2 years ago. After 12 months I found out that I had been the victim of fraud and the apartment was about to be repossessed. I took the seller to court and won my money back. But now I am being told that if I want to find out if the buidler has gone to court with a list of his assets and whether he has paid me back my money I have to take him to court again at a cost of 4k. Is this true.....
