Court documents? -- Oil theft -- boru hattından hırsızlık -- how to find a thief

I'm a journalist in Turkey and the Caucasus. I'm doing a story on how thieves steal oil from large oil pipelines in Turkey/Georgia/Azerbaijan.

I'm trying to locate any oil thieves. Here is an example of an incident in Zaman, and it would be great if I can find them.

Since I cant post a link, if you search google for "Boru hattındaki hırsızlık davası devam etti" you will find an example, with the names of suspects.

1) Where can I find legal documents that include detailed reports of how the thieves stole oil? Which legal court documents would include this information?

2)I need to interview an oil thief. How can I locate the thieves in this article if they are in jail? What is the formal process to request information on imprisoned persons?
