Power To Legally Bind By Contract

I'm interested in the rules of agency / representation in Turkish Contract Law, i.e. what instruments need one party to have so that the other contractual party would have a reasonble certainty about the powers of such contracting party.

Notably, what are the rules regarding powers of attorney / proxies...

Is it enough for a company manager, as such, without any other document, to conclude a contract for such company?
