Varsayılan Turkish Traffic Law

Dear,

My clients were involved in a car accident in Turkey. The car was matriculated in Belgium, so they sued the insurance company of the driver before the belgian courts.
I had a few questions concerning Turkish Traffic and Insurance Law, because the Belgian judge has to apply Turkish law for two of my clients.

1. Is there a Direct Suit against the insurance company of the driver, so that the victimes don't have to adress there suit to the driver himself, but directly to his insurance company, as in Belgian Law?

2. What is the prescription period for that suit?

3. What are the conditions and the quantity of the liability and the eventual restrictions?

4. How are the damages recovered? Damages off all nature, including moral damages for the loss of a father?

5. Is there an English version of the Turkish Traffic Law?
