Fraud is forbidden in Turkish Obligations Act Article 28.
But I am not sure how detailed the USA Act you mentioned is. Turkish provision is only 2 paragraphs. Did you mean writing with "wrighting".
If it is so, In Turkey some contracts should be in writing, yes. For example sale of a real estate.
