Yes it is legal.

If you cannot agree upon the increase percentage the landlord may apply for the court and sue you to increase the rent as regards the amounts mentioned in my previous reply. Unless both sides consent to pay in foreign currency, the case to increase rent in foreign currency is not allowed in Turkish law.On the contrary, the judge will convert the rental in YTL and then shall decide in terms of the above said principles.Yet, the rental raised in YTL cannot be below the YTL equivalent of the current foreign currency.
