This article 18 doesn't seem to make sense whatsoever. Doesn't the individual have any ownership rights - human rights? And what about the value of the property - can they just separate parcels and allocate joint-ownership as they please?

I didn't know that such dictatorship existed in Turkey. Can the absurdity of this 'article 18' be challenged at high court or European court? Who would have to pay for the court costs?
