Varsayılan Joint Propert

4 years ago my husband and I bought an apartment in Cesme. We bought the property jointly with another English couple, each paying half the cost. Due to a delay caused by a change in Turkish property law only the names of the other English couple were put on the tapu.
Our solicitor in the UK drew up a Declaration of Trust signed by all parties and witnessed. This states that the property in Turkey is jointly owned by all 4 of us and that the other couple would take all necessary steps to add our names to the tapu. We have appointed a Turkish friend Power of Attorney to act on our behalf and have had our passports translated. The other couple are now refusing to add our names to the tapu. Is there any action we can take to add our names to the tapu?
