Mahçup Electric and water supplies

We live on a complex which has just been completed by the builder company. The 3 partners have had a disagreement and stopped working or cooperating together. Also they have a dispute with the landowner who has not been paid and is claiming some unsold properties as payment. However the builder has a debt on the electrical transormer/distributer system (trafor)the cost of it was origionally 75000tl, 50000tl was paid. The supplier went to court to recover the trafor and obtained an order to do so. The trafor was removed from our site on 22nd Dec. We have been without electric and water since as the water supply is pumped from a well. Do we have a human right under Turkish law to access of water and electric even though we dont yet have tapu or habitation certificate. Was it right for the judge to agree to the removal of our trafor when the debt should stay with the builder as we are now being asked to pay the debt before our water and electric supply can be re connected. We have maintained payments of electric to the supplier for the past 8 months as the builder failed to make payment. There is no debt from here. Look forward to your reply.
