Tapu transfer from English wife to English husband

My wife and I are both English. My wife bought a village house in her own name in 2004 and now wishes to transfer the tapu into my name.

The house is in a village and not in a Belediye.

It is my understanding of current Turkish Law that as I am a foreigner here in Turkey I cannot obtain a property outside a Belediye.

Does being married to each other make any difference, i.e. is a tapu transfer permissible between husband and wife even though both parties are foreigners?

You can not own a property out of municipality zones as a foreigner national in Turkey as it's ordered in the concerned law. You can barely get the property as the successor of your wife if she passes away provided that there's a reciprocity agreement between Turkey and the UK.
