Soru Turkish Legal Rate Of İnterest

I am a judge in Austria.
I do not understand the Turkish language.

I have to decide a civil case, in which the sentence of a Turkish civil court is of importance to my own decision. The sentence of the Turkish court states, that the defendant has to pay a certain sum in TL and the "legal rate of interest".

1.
Can you tell me, where I can get precise information about the "legal rate of interest" in Turkey? The information would be needed from 1998 up to present time.

2.
The decision of the Turkish court does not specify from what time onward the "legal rate of interest" has to be paid. Can you tell me whether this is correct and from when the payment of interest starts in this case under Turkish law - from the date of the courts decision?

Every help you can give is welcome.
