Karar Başkan/manager's Role And Responsibilities

We have purchased an apartment in a new-build block and have learned that all our neighbours are European too (no Turkish residents at all). When the builder holds his Meeting to 'hand over' we are told a Başkan/Manager will need to be elected. One of my new neighbours has a resident permit for Turkey and is willing to take on this role. İf he is elected to this position:
1. What must happen then to make this position legal?
2. There is a resident doorman (Kapıgı) - should he have a contract of employment. Should he have health insurance?
What are terms and conditions of employment in Turkey with respect to working hours and annual leave.
3. Should the Manager have a team - a deputy and/or a seperate accountant
4. What rights does a Başkan have?
5. How often must a Başkan be put up for re-election?


Lots of questions. Please help.
