Hello,
I'm trying to find the correct and full name for the Turkish law which governs the development of Master Plans (urban planning instruments). A friend in Turkey told me that according to Turkish law article 3194 the public has the right to timely presentation of the plan, and also, a period of time in which to consider and comment on the plan's details.

I don't understand if the right to comment is an article, perhap 3194, of the law that governes Master Plans or, if it's an article from a different law and is applied to Master Plans.

Could someone tell me the complete name (in English, if possible, please) of the law on Master Plans, and, if there is another law, the name of it as well.
