I am buying a new apartment and have a penelty clause built in for late delivery. The seller is saying the apartment was ready at the end of June, but when my daughter went in the middle of July there were still electrical wires hanging from the ceiling in the dining room and out the wall in the bathroom. Wardrobes had not been finished and were lying all over the lounge floor and there was acupboard door missing off one of the kitchen units. The seller is insisting the aparment was ready and is refusing to pay the compensation agreed in the contract. Advice please
