Varsayılan Compulsory Acquisition Of Private Property By Local Council

My dad is turkish and he owns a house in turkey. He has recently been told that due to public road extensions, he will loose some of his land to the local council. Whilst I understand the legality of compulsory purchase of private property in certain circumstances, i.e. local road extension - I don't understand why the council would be reluctant to pay him for this compulsory order.

Instead they are proposing to make him a 'joint-owner' of someone elses property. Apparently this is a new property law in Turkey listed under 'article 18' by which the council doesn't need to pay the owners for their loss, but instead entitles each person with a 'joint-ownership' of each others land.

This seems very bizarre and rather absurd!

Any advice would be much appreciated.
