I know it had been so long and your question had not been answered by anybody but I would like to answer it now , so it could be helpful for other people that has the same question in their mind.

According to Turkish Law you should be employing 5 Turkish Citizens for minimum 6 months before you employ 1 foreigner.

I would advise anyone that will employ foreigners to have a legal help from a lawyer.

The information you have about the time limit of hiring a consultant is wrong. There is not a time limit like that.
