I would like to know if it is legal to buy and possess a bulletproof vest or bulletproof helmet, for both Turkish citizens and foreigners. Does it need a license or some type of registration (again, for both citizens and foreigners)?

If it requires such license, where can I get information about this type of license?

Also, if one orders the bulletproof vest or helmet online (from an overseas store), is there any legal issue related to the entry of the shipment of such item?
