My previous answer is based on research(My English husband asked me about this). What I found was there isn't actually a law about the home schooling issue. However, there are a set of directives from the ministry of education about this. They state that every child in Turkey has to attend a school that has been approved by the ministry. If the parents of a child do not send their child to an approved school then they are liable to be fined.
If you feel that you need more clarification on this issue I suggest that you write a letter to the ministry of education asking for clarification. You should get a written answer back from them which will make everything clear. Should you hear anything different than what I have already written, please update this thread in the forum for the benefit of other people that find this thread.
